Solo tre mesi fa, il popolo di Londonderry stavano celebrando giubilante dopo che la sua città travagliata era stata selezionata come l’inaugurale Città della Cultura del Regno Unito. Da allora, tuttavia, la nuova immagine di Londonderry come un lungimirante luogo di grande attività culturale – nelle parole dell’attestazione di successo nella candidatura della città, un luogo di “speranza, ottimismo, determinazione, indagine, storia e gioia” – è stata viziata da gravi violenze dissidenti repubblicane . Nel mese di agosto, una macchina con 200 libbre (90 kg) di esplosivo è stata fatta saltare in aria all’esterno di una stazione di polizia (Strand Road PSNI station, ndr), senza vittime. E lunedi notte, 4 ottobre, un’altra autobomba è esplosa vicino a una filiale dell’Ulster Bank in Culmore Road, una delle vie principali della città. E’ esplosa circa un’ora dopo un avvertimento dato alla polizia, nessuno è rimasto ferito, ma l’esplosione è stata così forte che un agente di polizia in piedi vicino alla zona transennata è stato sbalzato via.
In un certo senso, la bomba – per il quale il gruppo repubblicano dissidente terrorista Real IRA ha rivendicato la responsabilità – non era inattesa. Londonderry è conosciuta come un focolaio di attività terroristiche repubblicane. E questa non è la prima volta che l’Ulster Bank viene presa di mira: l’anno scorso, il Real IRA aveva ammesso l’invio di proiettili a parenti di funzionari di polizia che operano nell’area di Culmore Road. In un’intervista di settembre al quotidiano The Guardian, un portavoce del gruppo aveva detto che i suoi attacchi avrebbero comportato obiettivi militari, politici ed economici, aggiungendo: “Il ruolo delle banche e delle istituzioni che servono a finanziare il sistema capitalista coloniale del Regno Unito non è passato inosservato.” Negli ultimi 18 mesi, il Real IRA e gruppi simili hanno riservato più di 20 di cosiddette punizioni in stile paramilitare – che di solito lasciano vivere le loro vittime ma ferendole gravemente – in alcune delle zone nazionaliste della classe operaia della città. I dissidenti sono anche disposti a usare la forza letale. Nel marzo 2009 il Real IRA rivendicò la responsabilità dell’esecuzione di due soldati in una base dell’esercito britannico nella contea di Antrim (Massereene), e lo scorso febbraio, il gruppo disse di aver ucciso Ciaran Doherty, un uomo di Derry, che aveva dichiarato che lo MI5 – i servizi segreti del Regno Unito – avevano cercato di reclutarlo come informatore.
Tuttavia, la motivazione dell’attentato di lunedi ha lasciato perplessi alcuni analisti. “Non c’è logica ovvi per questo”, dice Chris Ryder, esperto in materia di sicurezza e polizia. “Vi è un crescente senso di rabbia e frustrazione in città per quello che è considerato come un attacco del tutto inutile che colpisce solo le persone comuni e non fa nulla per far avanzare la prospettiva di un’Irlanda unita.” Nonostante l’impazienza della comunità sulle linee di rivalità e disputa che hanno caratterizzato la condivisione di potere al governo tra lo Sinn Fein – con alle spalle la Chiesa Cattolica – e il Democratic Unionist Party – in particolare, la situazione di stallo, finalmente risolto all’inizio di questo anno, per il trasferimento dei poteri di polizia e  giustizia – c’è un ampio supporto da entrambi i lati della comunità per fare il lavoro devoluto alla Northern Ireland Assembly.
Ryder dice che ci potrebbero essere diverse possibili ragioni a giustificare la tempistica dell’ultimo attacco-bomba. Alcuni osservatori pensano che possa essere stato programmato per precedere l’intervento del vice primo ministro dello Sinn Fein ed ex comandante dell’Ira Martin McGuinness,  alla conferenza del partito conservatore a Birmingham nella giornata di martedì. Altri sottolineano la data: il 42° anniversario della prima marcia per i diritti civili  svoltasi a Londonderry, il 5 ottobre 1968. “Potrebbe anche essere stato inteso come un tardivo ‘gestaccio’ rivolto a Bill Clinton,” dice Ryder. Clinton era a Derry il 29 settembre a parlare presso il Magee Campus dell’Ulster University su come costruire la prosperità economica. “Ma in sostanza, sembra che non ci sia né verso né ragione per l’attacco.”
Ma gli esperti avvertono che, proprio perché l’attacco sembra casuale, non è meno grave. Il  Real IRA insiste sul fatto che il supporto per il gruppo tra i giovani nazionalisti ostili è in crescita – anche se si discute se tale affermazione sia più di propaganda che di fatto (affermazione avvalorata dalla ricerca di Jonathan Tonge, professore alla Liverpool University, ndr). “L’inclinazione minacciosa dei repubblicani è cresciuto in questi ultimi tempi”, afferma lo scrittore esperto in sicurezza Brian Rowan, notando che il livello della minaccia terroristica in Irlanda del Nord è “grave”, mentre il livello di minaccia connesso al terrorismo irlandese, è stato portato il mese scorso in Gran Bretagna  da “moderato” a “sostanziale”. “Lo MI5 dice che essi rappresentano una reale e crescente sfida alla sicurezza. Ma quello che stiamo vedendo è un’attività intermittente. Essi non sono capaci di una campagna sostenuta.”
Rowan respinge l’ipotesi che la bomba sia stata in coincidenza con il discorso di McGuinness ‘alla conferenza dei tories “. “La pianificazione avrebbe richiesto troppo” Parlando da Birmingham, McGuinness – che il mese scorso aveva lanciato il progetto di un Piano di Rigenerazione per Londonderry, progettato per costruire una sana economia ” – ha condannato l’attacco come ‘futile attività di drogati di conflitto”. “Gli obiettivi di queste persone sono distruggere il processo di pace, per rompere l’unità dell’Assembly, portare indietro le lancette dell’orologio sulla polizia e mettere in imbarazzo lo Sinn Fein,” ha detto. “Hanno fallito miseramente u tutti e quattro i punti.”
Ma, così come i terroristi dissidenti continuano con i loro attacchi, la vera domanda è… Cosa pensano di ottenere? “Dopo tutto, l’IRA era armata da parte della Libia, ed hanno raggiunto un punto morto”, afferma Rowan. “I dissidenti non hanno i mezzi che aveva l’IRA, in termini di competenza, di armi, di sostegno finanziario e da parte della comunità. Non hanno quindi una risposta a questa domanda cruciale. – Dunque,  allora stanno solo cercando di uccidere per il gusto di uccidere “.

What Was the Message Behind the Real IRA Bomb? (Time)
Just three months ago, the people of Londonderry were celebrating jubilantly after their troubled city was selected as the inaugural U.K. City of Culture. Since then, however, Londonderry’s new image as a forward-looking cultural powerhouse — in the words of the city’s successful bid, a place of “hope, optimism, determination, enquiry, history and joy” — has been tainted by serious dissident republican violence. In August, a car containing 200 lb. (90 kg) of explosives blew up outside a police station, with no casualties. And on Monday night, Oct. 4, another car bomb exploded, near a branch of the Ulster Bank on Culmore Road, one of the city’s main thoroughfares. It went off about an hour after a warning was given to police; nobody was hurt, but the blast was so strong that a police officer standing close to the cordoned-off area was knocked off his feet.
In one sense, the bomb — for which the dissident republican terrorist group the Real IRA has claimed responsibility — was not unexpected. Londonderry is known as a hotbed of republican terrorist activity. And this is not the first time the Ulster Bank has been targeted: last year, the Real IRA admitted to sending bullets to relatives of police officers working in the Culmore Road branch. In a September interview with the Guardian newspaper, a spokesman for the group said its attacks would involve military, political and economic targets, adding, “The role of bankers and the institutions they serve in financing Britain’s colonial and capitalist system has not gone unnoticed.” Over the past 18 months, the Real IRA and similar groups have meted out more than 20 so-called punishment shootings — which usually leave victims alive but severely injured — in some of the city’s nationalist working-class areas. The dissidents are also prepared to use lethal force. In March 2009, the Real IRA claimed responsibility for the execution-style murder of two soldiers at a British army base in County Antrim, and last February, the group said it had killed Ciaran Doherty, a Derry man who claimed that the U.K. intelligence service MI5 tried to recruit him as an informer. However, the motivation for Monday’s bombing has left some analysts perplexed. There is “no obvious rationale” for it, says security and policing expert Chris Ryder. “There is a growing sense of anger and frustration in the city at what is seen as an entirely pointless attack which only affects ordinary people and does nothing to advance the prospect of a united Ireland.” Despite the public’s impatience with the rows, rivalry and wrangling that have characterized the power-sharing government between the Catholic-backed Sinn Fein and the Democratic Unionist Party — in particular, the deadlock, finally resolved earlier this year, over the devolution of policing and justice powers — there is broad support on both sides of the community for making the devolved Northern Ireland Assembly work. Ryder says there could be several possible reasons for the timing of the latest bombing. Some observers think it was timed to precede Sinn Fein Deputy First Minister and former IRA commander Martin McGuinness’ address to the Conservative Party conference in Birmingham on Tuesday. Others point to the date: the 42nd anniversary of the first civil rights march held in Londonderry, on Oct. 5, 1968. “It could even have been intended as a belated two fingers up to Bill Clinton,” says Ryder. Clinton was in Derry on Sept. 29 to speak at the University of Ulster’s Magee campus on how to build economic prosperity. “But essentially there seems to be neither rhyme nor reason to the attack.” (See pictures of new hope for Belfast.)
But experts warn that just because the attack seems random, it’s no less serious. The Real IRA insists that support for the group among young disaffected nationalists is growing — although there’s debate over whether that claim is more propaganda than fact. “The threat assessment concerning dissident republicans has risen in recent times,” says security writer Brian Rowan, noting that the terrorism-threat level in Northern Ireland is at “severe,” while last month Britain’s threat level from Irish-related terrorism was raised from “moderate” to “substantial.” “MI5 says that they pose a real and rising security challenge. But what we are seeing is intermittent activity. They are not capable of a sustained campaign.”
Rowan dismisses the speculation that the bomb was timed to coincide with McGuinness’ speech to the Tory conference: “That would take far too much planning.” Speaking from Birmingham, McGuinness — who last month launched a draft of a Regeneration Plan for Londonderry, designed to build a healthier economy — condemned the attack as “the futile activities of conflict junkies.” “The objectives of these people are to destroy the peace process, to break the unity of the [Assembly], to turn back the clock on policing and to embarrass Sinn Fein,” he said. “On all four counts, they have been failing miserably.” (See pictures of the British army leaving Northern Ireland.)
But as the dissident terrorists continue with their attacks, the real question is, What do they think they can achieve? “After all, the IRA was armed by Libya, and they still reached a stalemate,” says Rowan. “The dissidents don’t have the wherewithal the IRA had, in terms of expertise, arms, financial and community support. So if they have no answer to that crucial question — well, then they are just trying to kill for the sake of killing.”
