I Servizio di Sicurezza rimarranno in Irlanda del Nord solo fino a quando esisterà la minaccia da parte di gruppi terroristici, dichiara Matt Baggott.
Il Chief Constable della PSNI ha riconosciuto che alcuni nazionalisti vedono ancora con sospetto, la presenza dell’MI5, ma sostiene che si trovi nella regione solo per tenere la gente al sicuro e chiarisce che è lui a continuare ad avere il controllo operativo delle operazioni di sicurezza.
“In termini di sicurezza nazionale ci sono ancora quì i Servizi di Sicurezza, ma a dire il vero tutto quello che vedo è il desiderio di tenere la gente al sicuro” ha detto. “E se questo problema non ci fosse, non sarebbero qui e io non li vorrei qui.”
Ha aggiunto: “Noi (il PSNI) abbiamo il controllo operativo e loro (i Servizi di Sicurezza) devono mostrarci le informazioni e l’intelligence e in nessun modo questo patto è stato violato”.
“I Servizi hanno esperienza e hanno un ruolo secondo il piano di devolution dei poteri di polizia e giustizia, e questo è riconosciuto da tutti. Sono qui solo per tener viva la gente, ma sono io che ho il controllo operativo e nessuno mi dà ordini in merito a cosa fare.”
Baggott ha detto che i Servizi hanno un ruolo importante nella lotta ai dissidenti.
“Per quanto riguarda la gestione dell’intelligence, l’intervento sta diventando di tipo operativo e porta la gente in tribunale nei casi in cui sia necessario un processo” ha aggiunto.

“Nel lungo termine, se non avremo un problema di terrorismo, non avremo nemmeno i Servizi di Sicurezza e credo che la gente se ne debba rendere conto e farlo capire a quanti continuano a combattere, e persuaderli e rimuoverli dall’equazione. A quel punto potremo usare più fondi per gli ospedali.”
Dice (Baggott) di rendersi contro che l’MI5 è ancora visto con sospetto da alcune persone, ma ha aggiunto: “Lo so, ma devo accettare i fatti: tutto ciò che ho visto è semplicemente nell’ottica di tenere la gente al sicuro”.
“Rispetto l’opinione della gente su come dovrebbero essere le cose, ma non avremmo questo successo (nelle operazioni contro i dissidenti) se non lavorassimo a stretto contatto con i nostri amici nel Sud (Garda) che a loro volta lavorano con i Servizi. C’è un ruolo (per i Servizi di Sicurezza) e io sono da ritenere responsabile per quanto faccio operativamente.”

MI5 ‘stays if terror is a threat’ (Belfast Telegraph)
The Security Service will only remain in Northern Ireland as long as the threat from terror groups exists, Matt Baggott has insisted.
The PSNI chief constable acknowledged that some nationalists still view MI5’s presence with suspicion, but he claimed it is only in the region to keep people safe and he made it clear that he remains in operational control of security operations.
“In terms of national security there is a Security Service still here but, you know something, all I’ve seen from them is a desire to keep people safe,” he said. “And if this problem wasn’t here they wouldn’t be here, and I wouldn’t want them here.”
He added: “We (the PSNI) have operational control and they (the Security Service) are required to show us the information and intelligence and I have seen no signs that that is being broken.
“So the Service has expertise and it has a role here under part of the devolution of policing and justice, and that’s accepted by everybody. They are here simply to keep people alive, but I am in control operationally and no-one dictates to me what I do.”
Mr Baggott said the Service is playing an important role in the fight against dissidents.
“In terms of the way intelligence is being managed, the way it’s being turned into operational intervention and bringing people to courts, all that is subject to due process,” he added.
“In the longer term, if we didn’t have a terrorist problem we wouldn’t have the Security Service here and I think you have to put the onus for that back on to the public and back on to people here to continue to fight, to persuade and remove these people (dissidents) from the equation. Then we could spend the money on hospitals.”
He said he is aware that MI5 is still viewed with mistrust by some people in the region, but added: “I do see that but I have to live with the facts: everything I’ve seen has been just simply about keeping people safe.
“I respect people’s views on what it should look like, but we wouldn’t be having this success (in operations against dissidents) if we weren’t working closely with our friends in the south (Garda) who also work alongside the Service. There is a role (for the Security Services) here and I am accountable for what I do operationally.”
