Il Ministro della Giustizia spera che il piano di trasformazione possa entrare in vigore entro il prossimo autunno

David Ford ha fatto della riforma del sistema carcerario nordirlandese, una delle sue priorità. Una delle sue prime azioni da ministro fu quella di istituire un gruppo di revisione.
Lo stesso gruppo di revisione guidato da Dame Anne Owers, che ha stilato il rapporto presentato oggi 28 febbraio.
In un comunicato all’Assemblea il Lunedi, Ford ha sottolineato la necessità inevitabile di una “trasformazione fondamentale” del Northern Ireland Prison Service (NIPS).
“Il futuro del NIPS deve essere più piccolo, più economico e dedicato al lavoro con i prigionieri  per affrontare il loro comportamento offensivo”, ha detto.
“C’è molta strada da fare per arrivare a quel punto, ma fondamentale nel poter attuare modifiche, è l’introduzione di un sistema di uscita che permetterà a coloro che vogliono lasciare il servizio penitenziare, di andarsene con dignità”.
“Questo lavoro è in corso all’interno del reparto.
“Questa relazione intermedia rende anche chiaro che come società, dobbiamo guardare a come prevenire la criminalità e il modo in cui gestire i trasgressori nel sistema e sfidare il loro comportamento offensivo.
“Questa è una sfida non solo per il Dipartimento di Giustizia, ma per l’intera società e l’Assembly deve supportora pienamentela visione delineata nella relazione di oggi, se si vuole trasformarla in realtà.”
Riferendosi alla stesura del ‘programma di cambiamenti’, Fordo ha precisato che: “Abbiamo una chiara direzione di marcia, e Dame Anne e il suo team hanno utilmente individuato i settori in cui raccomandazioni specifiche debbano essere portate avanti nella loro relazione finale, che sarà pubblicata prima dell’estate”.
Colin McConnell, Direttore Generale del NIPS,  ha accolto con favore la pubblicazione della relazione, che non è stata incentrata solo sulla realtà carceraria di Maghaberry ma è stata estesa a tutto il sistema.
Ha riconosciuto “le difficoltà che molti dirigenti, personale e delinquenti hanno a che fare con il giorno per giorno vivendo e lavorando nell’ambiente carcerario”.
“La relazione stabilisce una volta per tutte che c’è un caso indiscutibile per il Northern Ireland Prison Service per lanciare un programma di trasformazione onnicomprensiva”, ha aggiunto.
“NIPS è a un bivio e questa relazione indica chiaramente quale sia per noi la strada da percorrere”.

Redundancy package plan in report on NI prisons (BBC News Northern Ireland)
Justice Minister David Ford said he hoped to have the redundancy scheme in place by the autumn.
A redundancy package is to be introduced for prison officers as part of fundamental reforms recommended in a new report on Northern Ireland prisons.
The report, published on Monday, is by a review team led by Dame Anne Owers
It was expected to recommend radical reform, including the need to cut costs.
Justice Minister David Ford said he hoped to have the redundancy scheme in place by the autumn.
Mr Ford has made prison reform one of his priorities. One of his first acts as minister was to set up the prison review team.
In a statement to the Assembly on Monday, Mr Ford said the case for “fundamental transformation” of the Northern Ireland Prison Service (NIPS) could not be avoided.
“The NIPS of the future must be smaller, more cost effective and dedicated to work with prisoners in their care to address their offending behaviour,” he said.
“There is a great distance to travel to get to that point but central to making those changes, is the introduction of an exit scheme that will allow those who want to leave the service to go with dignity.
“That work is ongoing within the department.
“This interim report also makes it clear that as a society, we must look at how to prevent crime and how we manage offenders in the system and challenge their offending behaviour.
“That is a challenge not just for the Department of Justice, but for society as a whole and the Assembly must fully support the vision set out in today’s report if we are to turn it into a reality.”
Mr Ford said he acknowledged that the prison service was “rolling out a programme of change”.

“We have a clear direction of travel, and Dame Anne and her team have helpfully identified those areas where specific recommendations are likely to be brought forward in their final report to be published before the summer,” he added.
Director General of the NIPS, Colin McConnell, also welcomed the publication of the report.
He said it recognised “the many difficulties that managers, staff and offenders have to deal with on a day to day basis when living and working in the prison environment”.
“The report establishes once and for all that there is an unquestionable case for NIPS to launch an all-embracing transformation programme,” he added.
“NIPS is at a cross-roads and this report clearly points out for us the route for the journey ahead.”
The team’s report was initially asked to focus on Maghaberry Prison, but its terms of reference were then extended to include the entire prison service.
It was expected to reflect criticisms contained in a series of inspection reports over recent years.
Mr Ford had already said publicly that there would be redundancies.
