He was charged with possession of explosives which included an improvised trailer and two gas cylinders adapted for use in a bomb attack.
McKevitt, who wore a beige t-shirt and dark trousers, had a bandage on the left side of his head and stood briefly as the charge was read out and did not speak.
His lawyer Imelda Kelly BL told the court McKevitt had suffered injuries to his head and body and needed medical attention.
Detective Garda Ciaran Regan, of the Special Detective Unit, said McKevitt was charged on Monday at Drogheda Garda Station and told he would be brought before the court in Dublin.
He made no reply when charged, the court was told.
“At the time of the arrest of Philip McKevitt, in my belief he had committed the offence of unlawful possession of explosives,” Det Gda Regan told the court.
Judge Alison Lyndsay remanded him in custody to appear again before the Special Criminal Court on June 8.
The other man, aged 23, is still being questioned at Drogheda Garda Station under Section 30 of the Offences Against the State Act.
Justice Minister Dermot Ahern has said lives were saved by the swoop at the outbuilding in the town’s Mount Pleasant area.
