The security alert ended at 2pm on Wednesday afternoon.
Chair of Moyle DPP, Sinn Fein’s Oliver McMullan has blamed “a faction of loyalism” for leaving the device behind.
“It may not have had the support of the full loyalist structure but I am quite convinced it was a faction of loyalism,” he told UTV.
Mr McMullan said he was disappointed the DPP meeting had to be cancelled.
“It has denied the people of Mosside an opportunity for the first time ever to give their views on policing,” he added.
‘No justification’
DUP North Antrim MLA Mervyn Storey said he was deeply concerned by the location of the device which could have been accessed by children.
“There was no regard given to the local community,” he said. “Whoever the target was, this is to be condemned and condemned outright. There can be no justification for this incident.”
Chair of the Policing Board, Barry Gilligan, has also spoken out against those responsible.
“Aside from preventing the Mosside community from having the opportunity to engage and discuss local policing issues, this incident has caused serious disruption to local people and particularly those who had to be moved out of their homes,” he said.
Mr Gilligan added: “Those behind this incident have absolutely nothing positive to offer.
“I know that the DPP will not be deterred from its work and I hope that the meeting will be rearranged as soon as possible.”
The cancellation comes after a Londonderry DPP meeting was disrupted last week for the second time, as dissident republican protestors forced their way into a hotel where the meeting was being held and blew whistles and shouted slogans.
